Please try this:

– exit the Steam app entirely
– uninstall Paradox Launcher v2 from the Windows “Apps and features” utility, if still present.

Delete the following folders if still present:

– C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/
– C:/users/<UserName>/AppData/Local/Paradox Interactive/
– C:/users/<UserName>/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you’ll need to enable View Hidden Items in File Explorer.

– run steam.exe as the Windows Admin user

– run the game from the PLAY button in Steam

IF that doesn’t help, in this folder are some .log files:
C:/users/<UserName>/AppData/Local/Paradox Interactive/launcher-v2/
Please attach them here.

I already add steam.exe and my game.exe in my window defender, I dont have anti-virus in my programs.

Don’t worry about that bit, just proceed through the rest of the steps please.

IF that doesn’t help, in this folder are some .log files:
C:/users/<UserName>/AppData/Local/Paradox Interactive/launcher-v2/

I followed all of your step but still it doesn’t work!!! Exit steam, Delete folder, Run as Administration And the log files you told is already in this folder. So what you want me to do?

We can see from that log that the launcher has not updated itself. Let’s try forcing an update of the launcher.

Download the installer package for Windows: https://forumcontent.paradoxplaza.com/emailsignatures/2020.6.2-win-prod.zip

Unpack the file you just downloaded and place the three files in the Steam folder for the game you’re having issues with. If asked if you want to replace already existing files click “yes” – that’s a sign you are in the right place!

Then please repeat the launcher reinstall procedure from post #2 above.

Yes, still the same problem with the updated launcher, unfortunately.

You can bypass the launcher by following these instructions:

– Download the attached cities.txt file
– rename it to cities.bat (NOT cities.bat.txt or anything else!)
– Place the .bat file in your game’s install folder (In the same place as your cities.exe)
– Right click the game in your Steam library
– Go to properties
– Select Set Launch Options
– Copy and Paste cities.bat %command% into the input box
– Select Ok
– Run the game

First of all you need to start your own thread. The launcher has gone through several version updates since this one.

Hey,
Sorry you are having this, rather frustrating, issue. Let’s see what we can do to identify and, hopefully, solve this.

First, let’s start with a clean install of the game. Even if you have already done this before now, make sure you do it now following these instructions:

Go to your …/Documents/Paradox Interactive/{Game Name} Folder (The {Game Name} = the name of the paradox game, IE Hearts of Iron IV or Europa Universlis IV ETC.)
Move your save game folder outside of this directory, such as to the desktop, to temporary save it
Unsubscribe from all mods
Right click the game in the Steam Library
Go to properties
Go to the BETAs tab
Ensure opt out is selected from the dropdown
Select close
Right click game in the Steam Library
Select Uninstall
Uninstall Paradox Launcher v2 from the Windows “Apps and features” (Win 10/8/8.1) or “Programs and Features” (Win 7) utility, if still present.
Go to your game’s previous install location folder (normally …steamsteamappscommon)
Delete the folder with the game’s name as the folder’s name if a folder exists there
Go to C:UsersNAMEDocumentsParadox Interactive
Delete the folder with the game’s name as the folder’s name if a folder exists there
Delete your C:/users//AppData/Local/Programs/Paradox Interactive/ folder if it exists
Delete your C:/users//AppData/Local/Paradox Interactive/ folder if it exists
Delete your C:/users//AppData/Roaming/Paradox Interactive/launcher-v2/ folder if it exists
Restart Computer
Install the game (If possible, make sure you install the game outside the ‘C:Program Files’ or ‘C:Program Files (x86)’ folders, as it can cause issues with permissions)
In the games install folder run launcher-installer-windows.msi
During installation change the install path to your steam install location
Add the game’s .exe, the steam.exe, and the dowser.exe (if it exists in the games’s install folder) to the exceptions list/white list of your antivirus app
Go into Windows Defender Security Center -> Virus & Threat Protection -> Virus & Threat Protection settings and allow the steam.exe, the game’s .exe, and the dowser.exe (if it exists in the games’s install folder) files through via Allow an app through controlled folder access
Set both steam.exe, the game’s .exe, and dowser.exe (if it exists in the games’s install folder) to run as the Windows Administrator user in the .exe properties (Windows 10 only)
Shut down computer completely and Start Computer back up (It is important that you do not just do another computer restart and you do a shut down and then manually start the computer back up)
Start the game with no mods active and test
If it fails to launch try and run the game’s .exe file in the install folder (NOT the dowser.exe). (This will bypass the launcher and try and run the game directly)
If there are no issues you can now move the save game folder back into place
Test game
If there are still no issues you can re-subscribe to mods slowly and test as you do so.

If the clean install doesn’t solve your problem then let’s continue with gathering some more information.

”Paradox Launcher v2 setup wizard ended prematurely because of an error. your system has not been modified to install this program at a later time run setup wizard again click the fnish button to exit the setup wizard”. I have this problem how can ı fix this problem? pleas help…

I haven’t been able to launch the game, until I found the HOI4.exe file in the below path and selected: “Run as Administrator”. Now it works.

One thing you could try is navigating to your HOI4 install folder, locate a file named dowser.exe and right click it and select properties. Then select the ‘Compatability’ tab and tick the box next to ‘Run this program as an administrator’ and click ok.

Then run the launcher and see if it works.

i tried this and got the same result.
but i went back into the (dowser.exe) and saw that the compatability only goes up to “windows 7”. coincidentally i had windows 7 on my pc that i just updated from 2 weeks ago. i now have windows 10 and i am running into this issue, did paradox just not update their new launcher for all the current windows???? i mean windows 10 has been out for years, surely thats not why it isnt working?

Perhaps if you buy the next dlc they will include a fixed launcher. Only a few bucks right?

I’m installing EU4 in steam on a new windows install and keep running into this error, I tried most of the common fixes online but nothing worked. This is the error in the log file:

The 1603/1605 errors we see there are typically a previous other installation stuck, or a problem in the Windows update/install processes.

If you see msiexec running in Task manager-processes, kill it and try this launcher install again please.

If still no good, do you see Paradox Launcher v2 in the Windows Control Panel to uninstall? If so does it uninstall cleanly, or get an error doing that?

In order to continue our endeavor to reach full GDPR compliance, we have designed a new system regarding the access to earlier versions of PDS titles: from the 1st of October 2018 onward all previous versions of PDS titles will be locked under a Steam password.

After 1st October, you will need to log into the Paradox Plaza website with your Paradox Account to access the codes for previous branches of each game that you own. This will, however, require you to link your Steam account to your Paradox Account. In an effort to comply with the GDPR, this is something we need to put behind the Paradox logins as it requires agreement to the Privacy Policy and Terms of Use to adhere to the GDPR guidelines.

How to switch to old branch versions:
Go to your Steam Library and select your game of choice.
Right-click and select Properties.
Under the “BETAS” tab.
Enter the relevant code retrieved from Paradox Plaza and click “CHECK CODE”.
Select the version you wish to play and wait for Steam launcher to finalize the switch.
If the previous step fails, exit the game, right click properties, local files, Verify integrity of game files and wait for all files to be verified.

Hello, Windows 7 user I am trying to install the launcher so that I can access my subscription DLCs. But I get the titled message. Here is the only log file I can find. I have disabled my firewall and its still not working.

EU4 Paradox Launcher v2 Problem

Hello, I have been having this problem for quite a while now where the launcher setup keeps saying I do not have a valid installation package for the product; I have done multiple uninstall and reinstalls, remove any and all eu4 and paradox related folders and I have even ensure that no exist of the launcher-installer-windows.msi folder exist to the preparing to install creates only one folder of it.
Is there any fix for this that isn’t resetting/wiping the computer completely?
