Установите/обновите Steam и попытайтесь запустить игру.
Если не поможет – создайте фейковый акк и сего помощью войдите в Steam.

всё я сам нашёл выход там в папке с установочником был файл steam_api.dll я его заменил в папке Win32 и всё у меня заработало!
