I tried all of these and I am still getting this error. If there is any further information that you have I will try anything to play this game that I have wanted to play for ages

I think running it in offline mode should work, if not restart Steam and if that wont work too restart you PC and after that maybe you could try to «Repair» your game by right-clicking in your steam libary on «Properties», then below one of the tabs you should see the option to verify your game for issues

If the client is running and you get this error, copy Steam.exe to the same directory where the game’s EXE file is. I know it sounds strange, but for some reason, it tends to work.
